best way to get down to the webweaver path is to run til you get incapped, and plan to get incapped in a spot away from the mob spawn points, then wait for incap timer to go away, rinse and repeat until you get to the end of each lv.

of course you could always run 2 clients of swg, have your low lv toon follow your lv 90 and kill your way down..
