I was going to make a video about this, as I do with most of the game stuff I find, but, didn't, lucky you
I had the CD quest "Lifting The Yoke" where you must free 5 slaves in CD. I decided to do the Shire trait/quest involving becoming a damnable cop, and as a part of that, I got the quest where I needed to rescue 3 chickens from the wolves. Doras' chickens I think.
As I rescued the chickens, I got credit on both quests, which leads me to assume that the slaves needing to be freed are simply a bunch of chickens
The chicken quest only requires saving 3 chickens, but there are 5 slaves, so I canceled the chicken quest, redid it, and finished both quests

Chickens as slaves would please him far more than chickens happy and free.
This bug has actually been kicking around for awhile, and we took a stab at fixing it once, but Sauron's malice toward our feathered friends seems to have been too great. We'll try again, though.

Ok didn't see in any patch notes will try to confirm, always like to have personal confirmation or at least two other peoples confirmation before marking as fixed and moving to the nerfed/outdated section
