Ten Ton Hammer have posted a FAQ on city sieges in Warhammer Online, with information supplied by EAMythic:
Q: How many ranks does a city have? Does anything cool happen when the city gets to its highest rank?
Each city will have 5 rating levels total. Depending on the various city rating, certain content will only be available. Furthermore, various characters from Warhammer lore may visit at the highest city rating and offer quests to the player. For example, at city rating 5, Gotrek & Felix (from the novels) make an appearance in the Screaming Cat Tavern, and Aekold Helbrass (from the tabletop) makes an appearance in The Elysium.
