The Development page at the 'EverQuest II' site has details of a major combat overhaul:

With Live Update #13, we are introducing significant changes to the way combat works and how spells behave. The main goal of these changes is to increase the fun and challenge of EverQuest II.

There's a long list of detailed changes, including Character Attributes, Spells, Combat Arts, Abilities, Encounters, NPCs, Items and Poisons so take a look.
